J. Brett Shively is a senior Human Resources executive with more than two decades of experience leading enterprise-wide HR strategy across public sector, financial services, higher education, and complex, highly regulated organizations. He is recognized for aligning human capital strategy with organizational mission, strengthening labor-management relationships, and building high-trust, performance-driven cultures.

Mr. Shively serves as Chief Human Resources Officer for Sage Settlement Consulting, a multi-state financial services firm. In this role, he leads HR strategy across numerous jurisdictions, guiding organizational growth through modernized HR systems, competitive total rewards strategies, and strong employee engagement frameworks.

In parallel, Director of Human Resources and Chief Negotiator for Leon County Schools, Mr. Shively provides executive leadership for a workforce exceeding 5,500 employees across more than 60 schools and operational units. He oversees all aspects of Human Resources, including talent acquisition, employee and labor relations, compensation, classification, benefits, retirement, payroll, and compliance, while managing a $190 million total rewards budget. As Chief Negotiator, he administers multiple collective bargaining agreements and serves as a trusted advisor to the Superintendent and School Board.

Previously, Mr. Shively held senior HR leadership roles with the Florida Department of Corrections and the Florida Department of Management Services, where he directed statewide HR operations for workforces ranging from hundreds to tens of thousands of employees. His private-sector experience includes regional HR leadership roles with ARAMARK and Caesars Entertainment, supporting large, unionized, multi-site operations.

Mr. Shively holds a Master of Arts in Administration and Higher Education and a Bachelor of Science in Management from the University of Louisville. He is known for steady leadership, sound judgment, and the ability to navigate complex workforce challenges while advancing organizational performance.
